Power Beach (http://www.suouoshima.com/syokuji/power_beach.html) is a small Hawaii-inspired cafe overlooking the water in Suo-Oshima. After a pleasant 50 min drive down 188 following the coast, you will find it to your left. The parking lot is small, but you may also park on the road next to the tunnel. The outdoor patio overlooks the water and it is dog friendly. Inside you will find great beach decor with a few seats downstairs and more seats upstairs with a great view!
They serve coffee, lunch, and ice cream (including takeout). Last time we were there it was misty and Luna was allowed to eat inside with us.
You may also visit the beach, but first park your car on the side road, then take the stairs behind the cafe. Just be aware of traffic as the top of the stairs is near the road.
